European Commission proposal on cardiovascular health checks reflects key recommendations from European heart health stakeholders

The European Heart Network (EHN) warmly welcomes the European Commission’s proposal for a Council Recommendation on cardiovascular health checks, published on 28 September 2026 as part of the implementation of the EU Safe Hearts Plan.

We are particularly pleased to see that the recommendations developed by the ESC Cardiometabolic Health Checks Task Force, to which EHN contributed, have been reflected almost in their entirety in the Commission’s proposal.

Importantly, the proposal also places strong emphasis on an issue that EHN has consistently advocated for through its dedicated Subgroup on Cardiovascular Health Checks: early detection must be followed by action.

Identifying cardiovascular risk is only the first step. To make a meaningful difference to people’s lives, health checks must be linked to appropriate follow-up, clear referral pathways and access to integrated, patient-centred care. Without these essential elements, opportunities for effective prevention and timely treatment risk being lost.

The Commission’s proposal is therefore a significant step towards a more proactive, equitable and prevention-oriented approach to cardiovascular health across Europe.

From ambition to implementation

As the proposal moves to the Council for discussion, EHN and its members stand ready to help safeguard and further strengthen its ambition, ensuring that the needs and experiences of patients and communities remain central to the process.

Our commitment does not end with the adoption of the Recommendation. Together with our national members, patient organisations, local communities and other relevant stakeholders, we stand ready to support its translation into effective action on the ground, adapted to national and local realities.

The opportunity is now to turn a strong European commitment into meaningful improvements in cardiovascular prevention, early detection and care for people across Europe.
