Health4Europe: A Strategic Blueprint for the Next EU Health Programme

On 30 June 2025, the EU4Health Civil Society Alliance (CSA) launched Health4Europe, a forward-looking proposal for the next EU Health Programme. The initiative aims to reinforce the European Health Union and ensure that health remains a political and financial priority in the next Multiannual Financial Framework (MFF)

Building on the progress of the current EU4Health Programme, the blueprint sets out a clear roadmap for how the EU can address future health challenges. It aligns with the European Commission’s 2024–2029 Political Guidelines and incorporates CSA priorities such as: 

  • Crisis preparedness 
  • Equitable access to care 
  • Disease prevention 
  • Women’s health 
  • Digital transformation 
  • Civic participation 

Health as a Pillar of EU Resilience and Competitiveness

While geopolitical concerns dominate the current EU agenda, the EU4Health CSA highlights that health is essential for Europe’s long-term competitiveness and resilience. A healthy population is a key driver of productivity, stability and economic growth. 

Health4Europe also proposes specific governance and policy improvements: 

  • A stronger link between health and competitiveness 
  • A focus on cross-sectoral prevention 
  • Enhanced tools to deliver on the Roadmap for Women’s Rights 
  • Integration of environmental health and AMR into the EU’s resilience strategy 
  • Institutionalised participatory governance beyond one-off consultations 

The blueprint invites EU institutions to work collaboratively with civil society to shape a more inclusive and sustainable health strategy for Europe.
