EHN Statement on the Framework for Resilient and Sustainable Health Systems in the WHO European Region 2025-2030

The European Heart Network (EHN), World Heart Federation (WHF), and European Stroke Organization (ESO) have jointly prepared a statement for the Seventy-Fourth Session of the WHO Regional Committee for Europe, endorsing the Framework for Resilient and Sustainable Health Systems in the WHO European Region 2025–2030.

Emphasising the urgent need to address air pollution—linked to 1.4 million annual deaths in the region—the organisations urge Member States to:

  • Implement stricter air quality standards based on the new EU Directive.
  • Translate international agreements on climate and health into national policies.
  • Follow recommendations from the EHN and WHF reports.
  • Phase out fossil fuel use and subsidies.
  • Promote health equity through intersectoral policies that tackle air pollution and support climate-resilient health systems.

This framework aims to foster resilient health systems, informed by the recent Tallinn Charter High-level Conference.
