The European Heart Network (EHN) has submitted its response to the European Commission’s consultation on the Tobacco Taxation Directive (TED).
EHN welcomes the proposal as an opportunity to strengthen public health, ensure smooth internal market functioning, and increase Member State revenues. As a member of the Smoke Free Partnership (SFP), EHN also supports SFP’s submission.
EHN stresses the urgency of updating tobacco control measures, noting limited progress in reducing smoking prevalence and a growing use of e-cigarettes among young people. Nicotine, in any form, increases cardiovascular risk.
To strengthen the Directive’s impact, EHN recommends aligning taxes across all tobacco and nicotine products, taxing heated tobacco per stick, applying a uniform rate for e-liquids, introducing annual GDP-based adjustments, and keeping transitional periods short.
