ECDA Joint Statement on Tobacco Taxation Hearing

On Thursday, 20 November 2025, the European Parliament’s Subcommittee on Tax Matters (FISC) will hold a public hearing on the Tobacco Taxation Directive.

The Directive aims to update the current legal framework for excise duty on tobacco in line with the objectives of Europe’s Beating Cancer Plan, by better aligning the taxation of tobacco and related nicotine products with health objectives.

Members of the European Chronic Disease Alliance (ECDA) have submitted a joint statement:

Our member organizations comprise healthcare professionals (including oncologists, cardiologists and many more) and patients from around Europe. We deal with the fallout from use of tobacco and related nicotine products around Europe every day. 

We want you to know that increasing taxation is a crucial tool in this fight and we entirely support Commissioner Hoekstra’s proposal to increase the minimum rates and extend the scope beyond traditional cigarettes to newer alternative tobacco and related nicotine products.
